I am directed to refer you to the following
paragraph which appeared in the South China Morning Post
of the 9th. september 1 –
"The Russian battibship "Porosviet", retroceded to
Russia by the Imperial Government, now in course of
repairs at the Maizuru Faval Yard, will be put to a
trial run on september 18, and leave for hons on the
19th."
and to enquire whether the paragraph was referred to the Press
Censor prior to publicstion in socordanos with the directions
contained in my letter of the 4th, September, 1918, item (6).
If it was not so referred I am to request you to furnish en
explanation ef how it came to be published,
